 Post subject: Help! Electrician and spa company pointing fingers

I am very excited to have had a new spa sitting on its new pad outside my screened porch. It's an Artesian Pacific Dunes that was a bargain since it was the demo model in the dealership. So, I know it worked before they delivered it - I saw it running.

However, it's not running now it's installed at home - completely dead, except for the sound of a relay clicking. The GFCI trips fine on test, and does not trip when flipped on. There is voltage getting to the hot tub (H -> N 120V, H -> H 240V), but nothing is happening except for the aforementioned relay.

The hot tub company are blaming the electrician since it is hooked up through a sub-panel, and they seem to have some superstitious fear of that. Here's my wiring setup. Any help? Is the problem in the spa or with the wiring?
