I'm waiting for my new spa to be delivered and I'm installing the spa panel now so I don't waste time later. My question is according to the code do I also have to install a GFCI receptacle. The spa is being installed outside.

If you're hooking it up to 220V then you need o install a seperate GFCI disconnect box close to the spa. If you are hooking it up to 110V then you can buy a power cord with a GFCI plug.

Adding to TopTech's response:

You MUST have a disconnecting means no closer than 5' from the closest INSIDE edge of the tub, and no further than 10', and within sight (eg. not obstructed by a wall). A disconnecting means can be either a switch, plug, or disconnect. You can have a GFI in this disconnect, or you can have the GFI in the main panel feeding this disconnect. If you are using a 120V tub, you can use a GFI outlet and standard plug, or as Toptech mentioned, a cord with a GFI on it.

I have a 240v GFCI Spa Panel already installed and inside it has room to add 2- 120v breakers. To put in a 120v circuit is easy enough, I just have to add a breaker. Right now I don't have any 120v GFCI receptacles within 20ft of the spa. What I want to know is it manditory to have at least one 120v GFCI receptacle within 20ft of the spa.

No you don't have to have a receptacle within 20 feet of the tub, unless you need it to power the tub.
