"Am I correct when I say the heater is housed in that tube?"

The heater element (removable) is in there. If the element is bad, there's no fixing it, only replacing. The 2 bolts, unscrewed, allow the element to be removed. Disconnect the 2 wires from atop the 2 bolts. Carefully shield them, then see if the GFCI will reset. If it does, and everything else on the spa works. Replace the element.
