I have a fairly new spa (2001?) that froze in the winter. There
are cracks in the filter and manifold. I was debating whether it is
worth fixing or not.

I filled it up with water and it leaks in these two places, but I
haven't wired it and didn't run the pumps, so there may be more
problems.

Good money after bad???

I wouldn't think twice about fixing this spa. You can fix it for less then 50.00 bucks. You will probably have freeze damage in the pump casing as well and again, even with pump damage it is cheaper to fix it. I bet you can fix it all yourself for less then 200.00 bucks.
