 Post subject: To rehab or not to rehab

Newbie here, I just picked up this tub and need some advice. It is a old Jacuzzi tub. it has some bubbles in the foot well and seats. Most bubbles are hard, but one is soft. Do all these need to be fixed. Also I would like som help identifiying this thing, I will try to attach a picture.
