What year is it? What is the voltage if you check between the terminals that the heater hooks up to?

Make sure the "heater on" led is lit up in the control box

If the led is on and you don't have 220 volts coming from the heater relay then you need a new heater board.

Sounds like the heater board, which is the whole left side board. Look at the relays were the heater wires connect and look for black burn marks around them.

I have a similar problem (I believe it's fairly common). One of the Omron G8P-1A4P-V relays in the control box PCB has burnt out. The only source I can find for replacement relays is onlinecomponents.com. Although the relay is cheap ($2.24), there is a minimum order of $35 which means I will have to buy 16 of them. Any ideas on how to "dispose" of the rest?

This still seems to be the cheapest way to go since I was quoted $4xx for a replacement control box.
