Will the pump actually go into high speed mode?

(increase it's rpm once 'jets' are selected?)

1. Your spa pump is not receiving voltage to put it into high speed mode, or...
2. Your spa pump high speed side is dead in which case you need to replace the motor, or pump entirely.

In order to test number 1 without any test equipment on hand, what I would do is (provided the pump is wired properly to begin with), switch the black and red wires in the back of the pump motor; (with the power turned off of course). Then reapply power to the spa.

If you get high speed mode (it will be more noisy than before, and your jets will probably be running at full power flow) from the motor, then you've got a problem with your spa control.

If you get nothing... ie, no pump action... nothing, then #2 applies above.
