Hotsprings spa comes on and will not turn off

This would indicate the relay is fine, however, if you're not going to use a multi-meter to test anything, it is impossible to know for sure. Do you have a multi-meter, and are you familiar with it?

You're at the point where someone needs to diagnos with a meter.

So, have you metered out the coil, as well as resistance and voltage on the contactors?
