Good Job! You're testing perfectly.
Can you also take a pic of the control box? Look for any burnt wires or connections.
For whatever reason, you're getting the same phase of 120 for both the common and high speed. That shouldn't be happening.
Also, go ahead and test for voltage at the main terminal black (in the spa control box) between the two hots-possible just a bad breaker.

Good, but we need to test for 220v. Try going from black to red Testing them one at a time could be the same 110v Also, with the voltage on, place one lead on each side a fuse. Do this for each fuses, and post the voltage results

The breaker may have 1/2 tripped, is bad, or the wiring is damaged.
Try turning the breaker off and on again,and test for voltage between black and red on the breaker.

No voltage between Red and Black at the main house breaker panel. This is a GE Slim 50 amp breaker I put in. Its smaller than the other 'standard' 240 breakers. There is 120 each if I go from ground to red...or ground to black. Here are the breakers. The spa 50amp slim is on the very bottom right side. http://i25.tinypic.com/35lwayx.jpg

Yikes- you can't use a "slim" breaker- you're just getting two of the same 110v legs, not true 220v. Do you see the big 60 amp breaker on the left? You need a breaker like that one. It uses a 110v leg on each side of the main panel for 220v. The "slim" breaker just uses two of the same 110 volt lines- it's not really a 220v breaker, but two 50 amp 110 volt breakers.
