I have fixed somewhat similar heaters to those on hot tubs (for espresso machines and diswashers) that popped breakers by cleaning the elements with vinegar which breaks down scale or calcification pretty nicely and quickly. Would removing a heater and doing likewise ever do the trick on a hot tub heater?
