 Post subject: Spa control will only shut-off temporarily

I recently aquired a 1997 Cal Spas spa. The spa will start a few seconds after flipping the breaker. The topside control works as expected for the jets and the light. However, when I cycle to 'off', the spa only shuts off for a few seconds and then restarts. Any ideas?
