I have a Icon Image 15 with Balboa spa pack , topside controls wont turn heat up but will turn down . It is a 4 button panel and the light button dont work either and yes the bulb and fuse are good . It just heats to factory settings which are 100
Heat - Up
Light - On /Off
Jets
Heat - Down

You didn't say if this was new, used, previously worked or what not, but based on what you said i'd replace the complete control unit.

Ok so then if you turn it down to say 90 degrees, it goes up to 100 and stops? Does it actually heat then, and do the jets work?

If I turn it down to say 90 degrees it wont turn back up . I have to shut off main power to spa and then back on , then it goes to factory setting of 100 degrees . The jets work fine and it does heat to 100 degrees but cant turn up

Try unplugging the topside from the control box, and plugging it in again. Shake it a little, wiggle it, try it loose, try it tight, and wiggle it again.
Doing a rain dance at the same time may be helpfull as well.

Page , I just replaced the top side controls . Light now works but temp still wont turn over 100 degrees .

Look closely for corrosion or bent pins on the PCB where the topside cord plugs into the control box.
If that's not it, new PCB.
Try earlier suggestion as well.
