 Post subject: Wiring issue or circuit board?

Hello all,

I've got a 2002 Diamante Mojave spa. It uses the Spa Builders Supply Group LX-35 internals. I moved this last spring and brought my hot tub with me. Between landscaping & building a deck, the first chance I've had to hook it up is now.

My circuit box in the house doesn't contain a neutral bar, so here's what I've got:

From the inside fuse box to the outside one (6awg wire):
Black and red from circuit breaker to circuit breaker terminals.
White and green from grounding bar to grounding bar.

From the outside fuse box to the spa, I've got (6awg wire):
Green from ground to ground (labeled as ground @ hot tub)
White from neutral bar to neutral (again, labeled)
Red and black from circuit breaker to hot tub L1 & L2 connections
Additionally, the white pig tail from the circuit breaker goes to the neutral bar.

When I turn on the circuit breaker inside the house, it doesn't trip & stays on (so far, so good, right?) When I turn on the circuit breaker in the outside box, there is about a 3-5 second pause, when it seems like the hot-tub is about to kick on -- and instead, it doesn't, it flips the circuit breaker.

Any ideas on where to start or how to troubleshoot? Lastly, is there some sort of "low water" sensor? I'm just trying to make sure I've got it wired correctly before I clean it up & fill it up.

Ok,

I think I've got the problem solved; but can somebody verify that what I've done is correct?

The neutral from the hot-tub is now wired into the circuit breaker (it was previously connected to the neutral bar). Currently the only thing connected to the neutral bar is the pigtail from the circuil breaker. It seems to power on now.
