 Post subject: 220 wiring

I'm restoring and installing my 1st spa.. and got 30 amp wire (romex 10/3) and now I'm confused (1st time doing a 220v circuit !!) ... is the romex 30 amps per leg, or 15 ??

If its 15a per leg, can I double up with another strand of 10/3, or do I have to buy new wire ??

30 amps 220v, (30 amp per 110v leg)
