When having my hottub moved to my new house, I noticed some mildew buildup on the bottom of my tub, along with some black widow spiders.
I didnt get around to cleaning it off, but now I want to know it there is any convenient way to get that bottom area cleaned.

Chlorine and water or Bromine and water. Always add product(chlorine/bromine) to water in a bucket. A tablespoon per gallon should be adequate. Then use solution with a brush on a pole. Oh, didn't see the picture... Nice HotSpring spa! Sovereign?

I have no means of picking it up to lift it like it is in the photos. Can I spray the patio floor where my hot tub sits with that solution , or do I have to lift it up.
Is there any trick to lift it. Yes, it is a Hot Spring Sovereign
ALso the reason why this mildew built up was because during the rainy season, there was poor run off so a 6 inch puddle of water was surround the hot tub on that corner. It would take a few hours before the water would drain, and every time it rained the same thing.

If it's already down, leave it. I wouldn't worry about it. If it bothers you, and you want to lift it up. Tip it up so the equipment is down. The equipment side is the heavy side, so lay down a carpet/cardboard/or padding and lift from the opposite side. If you can pry it up and little by little shim under it higher and higher, lifting it from a point where it's slightly elevated on the back side makes it easier.
If it were mine, I'd leave it alone. No, no easy way to efectively spray undr it.

the main reason why I am concerned is because there are poisonous spiders living in that black mold, and I would hate for one of those spiders to decide to crawl from the bottom of the hot tub and bite one of my kids.
I have been bit by one of those spider before and it made me feel like I had the flu, but the damage could be more serious if the bit a child.

In that case, just spray for insects periodically.
Spiders are generally transient, you have spray often to keep them out from under your tub,
