 Post subject: 1988 hot springs spas grandee moto jets

My moto jets don't seem to move up and down. Is air or water suppose to come out of the small outlet? Nothing seems to come out of mine. I tried selectors in different positions and everything. Could they be blocked?

water is probably coming out, but the air hose is broken.
