Given what you have said, and assumuing that there are no other jets, suctions, return lines, etc at the same water level, I'd say that the return jet is leaking.

To confirm this, you'll need to remove the side where the return line is, and CAREFULLY dig-out all the insulation foam. This should then expose the leak, which can then be repaired quite easily with the right bits.

Take care when u dig the foam out that you dont damage any cables or pipes.

The hot water returns through the bottom drain, so I'm not sure what you mean.

What year Jetsetter? Double-check the drain caps, look in the motor compartment for leaks, the light lens, turn on the jet pump and look to see if the seal assembly is leaking.

It's a '93.

I would check for cracks in the shell near the light lens and the step area.

If the seal assy on the pump is bad, it will spurt water when it's on...and it is replaceable.

It may just need a new retro-fit lens, or there may be stress cracks in the shell around that area.

If the lens is leaking, you just chisel it out, sand down the old adhesive, and Use Devcon epoxy to put a new one in.

If the shell has stress cracks in it, you will need to remove the back plastic from the motor compartment, and use the same type of epoxy with fiberglass material to cover and strengthen the stress-cracked area from the back side of the shell.

I used that Mighty Putty around my hot springs light...putting it on around the lens on the spa shell itself. You don't notice it with the jets running and it worked great!
