If the pump is on, the jets will flow unless you have a physical obstruction in the plumbing.
Is this a 120V or a 240V setup?
I would be looking for a burned wire, bad relay, or loose connection, as long as you are positive you have full power entering the tub.

YYYEAAAAA.... My hot tub is fixed. My husband is soo cool. he found a burned wire and we spoke to a guy in Conneticut who has all the parts for our 1984 we will ever need. Hubby replaced and soldered new wire...and presto, we be back in bisness......110 tonight....a little breezey, the wind I mean. We are happy campers now...I need to find somekind of wind break, fence/screen to go around the hot tub outside, number one cause the tree is about useless for, no leaves anymore, don't neeed my neighbors seeing me in my suit and to cut down on the breeze this winter. We will freeze our noogies off. Any suggestions for a wind break/ fence ?

A lot of people just build a simple windbreak out of lattice.... seems to work well.
