sounds like the secondary winding in the motor is shot and leaking current to ground.

Your spa must be wired incorrectly in order to heat in high, but not low.

could be either a bad/sticking cam switch, bad bellows in the button, or a loose/leaking connection between the two

light switch is not the same as the pump switch, the pump switch will be on a cam switch. Light switch is just a simple on/off contact

Ok, so what you did do is verify that it is the cam switch and not the bellows or the hoses going to the control box. Now you need to determine wether or not you have a pneumatic cam switch or electric cam switch. If the air hose goes directly to the cam switch, it's pneumatic, and if the air hose goes to a small switch and that in turn goes to a solenoid, then you have an electric cam switch.
The pneumatic might be able to be restored to operation by simply spraying the cam down with silicone spray.
The electronic switch would probably only need just some wd-40 on the solenoid plunger.
Based on your previous posts, however, I'm pretty confident that you have the pneumatic version. Engagement with a quick jab is often a symptom of a pneumatic cam that needs lube. If lube doesn't work, time to replace. Replacements are designated by the color of the cam (blue and green being the most common).
