There is not a subpanel in the spa. I talked to the electrician and he said that it is just hard wired into the control box.

Everywhere that I tested the only voltage that I get is 120v. Or is it getting 120 per line into the pump?

If the pump is only getting 120v, would that cause it to do nothing when turned on? Or would it just try to operate at a lower voltage?

I am not sure if I am testing it correctly. I was placing one end on the hot lead and another on the white wire going into the terminal block. I tested the leads at the relay and got 120. I tested the other leads on the relay and got 0. I then hit the switch for the pump and retested and got 120 on each lead. I then tested the plug receptical (with one tester in the hole and the other on the white wire in the termial block) and I got 120 per hole of the receptical.

Here was the problem. The second blue line coming out of the control panel was very light blue (almost white). When they hooked up the spa they mistaked it for a neutral. So I wired it Blue/Blue and Red/Red. And presto it works!!!
