Pull all the sides off the spa - I know this isn't what you wanted to hear, but it's where you need to go first. Wet stuff=leak.

I agree with pageup pull all the side skirting off and start looking around and see if you can find the drip/leak.
One thing that helps sometimes if you can not see the leak as its happening is to look in the area with the most water damage, sometimes if it is a small drip or very slow leak it will leave a white powder residue on the pipe and you can trace it to the source. i know "common sence".
