my cal spas heat pump will not turn on , but when i push the air button i here a click in the control panel?

Where is your thermostat located?

From the looks of it, I can't see where your far left plug is on this thing. It's the plug next to the one labeled "Booster Pump".

The "Topside" plug.

It'll have 5 or 6 pins. If you don't have a topside control with this, (like just a thermostat with two wires), then let me know and I'll tell you where to go with this thing.
