the spa was here when I bought the house. No husband no bubbles. Just drained and cleaned. Worked great before. one set of jets blow great. The other doesn't blow at all. I can hear the motor. But no air.

I am assuming water is flowing well out of the jets with no air? If so, check to see if you have a knob near the top of the spa that you can turn. Often there are knobs that let the air into the jets to produce bubbles. If you don't have enough water flow, or if these knobs are closed, you won't get bubbles.
