Sundance spa 5 years old, "flo"

my spa started blowing fuses, figured out there was water leaking on the circulator pump shorting it out, the pump had a lot of water damage so i bought a new one tightned the lines to prevent any more water leakage, installed it and flo constantly comes on the circulator pump never shuts off. Is it supposed to? And why do I keep getting the flow message i thought all the air is out of the filter, ive done everything the book shows. flo would never come on before i replaced this pump.

If i run the pumps on before flo appears it works fine and will for 5 hours or more some times but after 12 hours or more seems to have flo on until i hold my hand over the heater or somthing to get it out of flo mode.

Any ideas????
