Is it normal to have water in the blower manifold. It is from the 3/8" tubing into the 1 1/2" schedule 40 PVC. The water has made it into the trap. Do the jet ports for the air in the tub seal themselves off or does the check valve down the line prevent it?

The ports do not seal themselves. Water resides in the air-blower pumbing until it is forced out. If your tub doesn't have a built-in "purge" cycle, it's a good idea to turn on the blower every now and then to ensure the water doesn't become stagnant in those lines.
The check valve is much closer to the blower, in between the manifold[s] and the blower. It is there to prevent water from getting into the air blower, not to prevent the plumbing from filling up with water. If you're getting any water inbetween the air blower and the check valve- be sure your hartfood loop hasn't fallen, and be sure the check valve is working properly.

There is a 1 hp blower in line & is new. It can not blow thru to the tub. I put an air compressor to possibly blow out trash that could be causing the problem & it took about 50psi to blow thru. Is that nomal?

It sounds like you might have a blockage somehwere.
Do you have air injectors, or holes drilled into the shell?
Things to check:
Be sure the air blower isn't installed backwards (duh!)
Replace the in-line check valve
Check for obstructions at the air jets themselves, fairly common in tubs with air-channels (lots tiny holes drilled into the shell), not so common with air injectors.
Look for crimped pipe that might block proper airflow
What was the size of the orignal blower?

It has injectors, dont know the original blower size (the tub seats around 5), took the check valve out & tested (Same thing). Even drilled a small hole in the trap & drained water out of it. I have tried everything I know to fix the problem. The tub is a Wind Stream Spa & DOM is 3/93. It beats anything I have ever seen.

Can you post any pics?
The air blower is isolated and seperate from all jet plumbing, correct?
Is this a portable or "in ground" tub?
