Coast Spa - Nassau Model Yr 2000- Low Speed Intermittent problem

I've recently had a problem where i go out to the spa, and see a FLO message on the control panel. According to the troubleshooting guide, this is a "Pump has lost its prime" indicator. The strange thing is that if I hit the jets (2 speed 6.5 HP motor) i can hear a clicking, but the motor won't kick in. On occasion, by hitting the pump button twice (to bring high speed on) it kicks in and then i can go back to low speed and everything is fine.

If I simply pull the breaker and let it stay off for 30 seconds, put it back in it works fine. I don't have to reprime the pump in order to fix the problem, which leads me to believe the control panel is registering a message that isn't indicative of the real problem. Given the clicking I'm hearing, I'm leading to think its maybe a resister, or even one of the slow blow fuses.

Suggestions?

And before you say it, the dealer we bought it from only seems to be able and willing to pull motors and circuit boards to fix problems and I don't really think its anything that drastic so don't want to waste hundreds of dollars for a simple part I can replace myself possibly.
