Have a brettline aqualine digital controls,after shut down,2 speed motor starting very slow,just a half a turn at a time,then it stats to run for about 20 sec,and then off.thinking maybe its the capacitor.Have one on order,then when I run everything on high blower, jets with temputure turned down and it runs fine.that is untils it calls for heater.as soon as heater trys to come on with everything on high.spa pack shuts down,

Check your circuit breaker FIRST. When you have this kind of situation you need to be absolutely certain that you have correct voltage levels at the input of the spa control.
This kind of thing can get quite complex rather quickly trying to diagnose it this way.
To clarify, you say the spa pack shuts down. What I want to know is how do you start the spa control/pack back up again?
More info is needed.

thanks for reply,just checked voltage,all voltage ok.what it does,it reminds me of when its winter and its turning on to keep pipes from frezzing,it keeps doing that,until it gets up to temputure,but instead of just staying on to get to temputure,spa motor keeps cycling on then off,it will heat up to whatever temputure I set it at,motor turns on an off instead of a steady constant run till it gets to temputure.The spa pack never shuts down all the way.It will just go back to sart up mode and start all over again,first start the motor,then kicking on the heat.After motor warms up,it will start to run at a more steady pace an stay on for longer cycles. I can run everything like its suppose to,like high jets,and high blower,as long as I turn down the temputure so heater will not kick on,once heater kicks on everything will stop,and start all thru its cycles again.thanks an yes these spa packs can be a real pain...

I also took wires off heater element,an checked oms and its making direct contact,its not stopping at 11 oms on my meter,there isn't any resistance in heater.I read somewhere it should be only 11 oms reading.mine isn't 11 oms its showing full oms..

Well, you say 'full ohms'.
Actually, it'll either be infinity (open circuit), or zero ohms (direct short).
Which is it?

i have an older oms meter,you touch the ends together and neddle shows connection,no resistance,neddle jumps all the way across,what would you call it making a complete connection.No resistance?Well thats what my heater elements reading,no resistance.Isn't it suppose to read like 8 to 11 oms resistance?Thanks.

If you are reading no resistance, meaning zero ohms, as in direct short... then what is happening is that your heater element is being energized by the control relays on the board.
Since it is a direct short, it is also shorting out power to your controller - which results in an immediate shut off of the control. Which is why it stops, then restarts again as if it was shut off.
To test this easily... If I were to test this, I'd remove the wires from the heater element and tape them up so they don't short out against anything, power it back up and then turn up the thermostat. If it still works and doesn't shut down then indeed this is verifying it.
Replace your heater element.

Pageup,Thanks for your help,just recieved an error message. {EO} which in my booklet with my spa says Water temperature sensor malfuction,found one wire barley holding on on thermastat connect on pc board connector,and thats the one right under the heater.I wonder if that was my problem all along.Now with that {EO} code on.everything starts and runs just like its suppose to,just no heat.So I need to get temperature sensors for a bretline digtals controls em-190,do you know where I can find temerature sensors for my bretline digital controls,EM-190. thanks for your help....
