Post subject: low speed not starting. humming. but it does work vitaspa

vitaspa l230 1999 model
I just came back from vacation and the tub was cold. it seem the low side is not coming on to circulate the water and heat. it does get a flow message after a min or so. the high side will come on and the the low side will come on afterwards. so it does work. it just will not come on after sitting a few mins. the motor hums like its about to start but it doesnt. clean water clean filter. any ideas? thanks
