 Post subject: water does not circulate when heater kicks on

My hot tub jets will run when I turn them on from the display, but when the water gets cold and the heater kicks on the jets do not circulate the water. Any suggestions to what might be wrong? I am also getting three flashing dots underneath the temperature.
