After turning on main breaker for spa, display goes immediately to 104 deg. temp and pump runs on low only (heater is working but can't be adjusted. I can press any control button like up down temp or try to turn pumps on high or low or turn lights on, but nothing works. Was all working well before refill.

Hydrospa 5hp 2 speed pumps, 1hp blower and digital display control pack.

What is the actual temperature of the water, have you primed the system properly to get rid of any air pockets that may be caught in the lines?

Pump continues to run on low or filter mode till it heats to 104 deg, then the pump shut off. I believe it actiually heats to 104 deg. It's not displaying the ambient temp when you turn it on but rather the requested heat, almost like the topside control button is stuck on increase or up. Once it hits 104 the heater shuts off and the low pump or filter mode stops.

Definetely sounds like you have a stuck button on your topside control panel, probably the best thing to do is replace it.
