 Post subject: Hydroquip CS-6230 won't heat

The heating element won't bring the circulation pump (low speed) on with it.
If I turn the pump on low speed, and then raise the requested temperature, the heating element will come on and heat the water, but as soon as I turn the circulation pump off, the heater continues to heat (I have verified with meter, and you can hear the water begin to boil) for several seconds until the thermal sensor shuts it down. I have verified that the pressure switch is working correctly.
The spa has a two-speed pump.
I bought this control pack off Ebay as "factory reconditioned".
Why won't the pump come on when the heating element does?
