we have a cal-spa we bought in 2001, It has a Balboa Instruments 2100 Series controller. 50 jets, and 2 6hp GE Pumps. Pushing the touch panel jets button consecutively increases the speeds of the pumps, the first is slow speed all jets second high speed, control side jets, third is high speed all jets. The first problem was the third push did not work, stayed on control side high speed only. I thought this was 1 motor not working. about a week later when I had time to check it out, The control panel had OH (over heat) on the led. The spa had shut down. I turned off the power at the circut breaker, and waited a week for the spa to cool down. turned on the power. Now the pumps both turn on at high speed and cannot be cycled off at the control panel. I opened up the cover to the electrical box and find numerous relays all souldered on a circut board. Could this board be bad? there are 2 fuses on it and both are still good. all the relays arms move if I push on them. (power off) so none seem to be stuck. Can the circut board be repaired or does it have to be replaced? I can read wiring diagrams but the one that is attached to the cover doesn't really show what controls what just where connections are made to the circut board. any help would be appreciated.

Bobyt, It might be a bad topside control. There is also a small battery that runs the topside, look for a small "watch battery", might replace it first, then the topside itself. There is a possibility the board could be repaired, I would try that last.

After allowing the spa to cool down I restarted the spa to see exactly what it is doing. It went thru the 4 Hour filter cycle as setup when power is turned on. the temp was set at 100 deg. it reached 105 deg. after the cycle. I lowered the temp setting on the control panel to 98 deg. to see if it would cool down and maintain that temp. I looked again today and found the "OH" code again. this shuts down the spa. I think the temperature sensor is bad. now to figure out where they hid it.
Thanks jeffz for the hint, but I was unable to find a battery or for that matter even get to the under side of the control panel. There is a plastic sheild around the insulation that is stapled to the wood preventing any access to the under side of the control. I would have to cut it. for now I'll try to find the temp sensor.
