Post subject: Sweetwater Bahia cycles on and off and wont run

I have a sweetwater bahia (2008) the spa cycles on and off rapidly when you power it up. The display lights up and the pumps come on to purge the air and within a few seconds the spa shuts off as though the breaker was shut off and then repeats the whole sequence all over again indefinitely. I have disconnected all the loads from the circuit board and the unit still does the same thing. It used to do this cycling a few times after a refill but this time it wont clear itself up and wont power up. I think the circuit board is shot but would like a second opinion.
