Cal Spa 1995 Model... Large Jets push water, small jets (seat jets dont)...
Its all hooked up electrictly correctly. 240
Interface... 1 panel... water stoppers rigthh before, right after and also at the zonator.... (which is disconnected and unplugged from mail contorl box A little air enters the sytem, but not much.. and plugging it for a 3 or 4 miutes does nothing to change the flow of water. Just leaves a little circle on your finger)
Topside controls... (1) light button, (1) jet button, 2 air control valves that turn... I'm assuming one is for the main water shooter for the bottom valves, the other is probabaly for the seat jets.
I've opened every plug... there are only 3. 2 white, 1 black. black is ozonator, and white(s) are before and after heaater and pump.
I can't get the seat jets to work. I've double, tripple, quadruble, clicked, held the jet button down. doesn't make a difference.
I know the speed is works from listening to the "freeze protection", it'll automaticall slow the speed of the flow down and pump it up.
I've twisted and turned everything in the tub... some were stuck. should they alll twist and does twisting the actual valves, does that affect whether water comes out of the seat valves or the "floor" valves?
What am I missing?
I can't find a manual online, and the last person's dog apparantly ate it while sitting in the hottub. Its almost impossible to read.
Does anyone havea any suggestions? Any help? A manual would be sweet, Its doable for now... Its warm.

Jeff, by chance are there LOTS of those jets, about a 1/4" in diameter? If so those are air jets, and need to have a blower in order to operate. If you do have a blower, make sure it runs. The air knobs at the top of the spa simply induce air into the water jets so there is more pressure and bubbles from the water jets.
