 Post subject: Breaker trips when heat is turned on

I have a 98 imperial spa and I over filled the tub when I reset the breaker and every thing worked untill I turned the thermostat on.I did a little trouble shooting and found out if I un pluged the heater cord from the control box and turned the thermostat on the breaker wouldn't trip.So I thought I had a bad heater. I replaced the heater and I still have the same problem. Any help is welcome
