If you're getting a heat indicator light, but no voltage across the element terminals, assuming no burnt wires and breaker and all connections are good, you'll need a new circuit board. You can try fiddling with or replacing the heater relay on the PCB, but unless you're quite good with a soldering iron...
110v on each side of the heater poles (going to ground or neutral) doesn't mean the heater is getting the correct voltage. Always measure across the poles.

I did have some burnt wires earlier back. I also had to replace the 30 amp slow fuse. Where is the heater relay? Are they the two units up in the left side of the pic?

I did check all the connections, pulled off a cleaned and reattached. Saw ome corrosion but nothing obvious. I now have 234 volts acroos the heater element. The temp has gone up about 3 degrees. Don't know now if I found the problem or if there is a intermintent.

Im having a really similar problem, but I noticed someone on here said to not check the voltage from each lead to the ground but to check them across each other.
I have 115v from the white lead to the ground and 0v from the black lead to the ground.
I have 10 Ohms of resistance across the black and white wires to the heater.
Is my whole board bad or just the relay?
