Have a Hot Springs hot tub (1999) with Balboa board. Just installed a new flow thru heater. Tub in not getting hot! The light comes on as if the heater is running and the pump runs.
Testing I have 121volts on each lead of the heater coil. The coil test 10.7 ohms. I do hear some type of static type noise in the contol box.

You sure it's a balboa board?
When you say "Coil" do you mean coil of the relays, the heater element, or the load terminals of the relay?
Are you sure you're testing the coil voltage on the relay's? The coil voltage is 18v DC.
But if you're getting 120v AC on the load portion of the relay, check your heater OHM's. If by "Coil" OHM's you mean heater element OHM's, the heater is OHM's out OK.
Also, be sure to measure across the heater relay for voltage, not one leg at a time.

You have a serial number? Wondering if that's not a Hot Spring, but a Hot Spot or Solana, which use a flow-through heater. If so, disregard earlier troubleshooting tips!!!

I was testing for voltage at the heating element, the voltage here is 121v to ground on each side, not voltage reading on each side of the heating element.
the ohms reading is the heater element its self. the board is labeled Balboa and the manual says hot springs.

What's the spa serial number?
Also, don't measure for voltage one leg at a time. Measure across the heater terminals.

The voltage across the terminal (heater) is 0 volts. Where is the serial # located?

serial # is located in the equipment compartment on a sticker. Look foe WATKINS MFG. spa model........ serial# m-35868, G-47789, etc. The serial # starts with a letter, followed by numbers as above. That number tells us a lot about the spa.

WH-MAS25- CCAJ
60hz - 9
