Any recent wiring? If not, either a bad breaker, fouled up electrical run, or some damaged wires inside the control box.
On the heater plug, the two rounded prongs are the "hot" leads, while the flat one is ground.
Are you 100% sure you have unplugged both heating elements, and not another component by mistake? If so, then I wouldn't worry about troubleshooting the elemts at this point. First, find out why that 30amp breaker is tripping.... once you have that straightened out, then worry about the elements... quite likely you won't have too
