Sorry not to get back to you earlier (board notification problem). I hope by now that you've resolved your thermostat issue.
The reason for the extra long capillary tube is that these things are taken from off the shelf designs that allow for a lot of flexibility. So it's like you can move the thermostat somewhere else, as long as the capillary tube isn't kinked or put into a bind.
The thermostat will basically operate the same regardless of capillary length, so that is not an issue to consider. It just needs to meet the electrical and temperature setting requirements of the tub.
For a matching replacement, take a look at the electric heater / thermostat section of
http://spapartsnet.com and if your frame mount looks like any of those there, then they should work for you.
