My GFI is constantly tripped. I measure 45 ohms between the black hot lead and the neutral at the 240 input. i have disconnected the pumps, blower, and control panel with no change. Any suggestions? Replace the Balboa controller?

You need to do some further exploration to find out which component is causing the short to ground. I would suspect the heater but it could also be one of the motors.
