can't adjust temperature on topside control panel

I have an emerald spa "cygnus series" model 2005 DS-4. Everything works great except I can't adjust the temperature. It reads the temp. accurately but its stuck on 105 degrees. I emptied it, unplugged it, started over but same thing. Could it be a defective "Balboa 8-button topside " control panel? All the other buttons work. Please help :cry:

EIther the topside control, OR the control board.

or worst case - both.

Thank you Pageup.........I guess I'll start with replacing the topside control panel and hope for the best
