So this part pictured seems to have a broken handle. It would allow water to come up and out in a waterfall. Are items like this out there I could install on the tub? Perhaps with lighting?

Not of that same design. That is a Jacuzzi Whirlpool original component. What do you want to do?

Replace THAT component (in the photo) or install something different or what?

I like the waterfall idea. I've never seen it functional. If I find the original for not too much I'd probably just replace it with the stock version. I am not opposed to other items that serve a similar purpose. (decoration)

if this is on your tub, and it's not working, it's not because of the waterfall element, it's due to a plumbing/waterflow or valve problem.

I can't easily use it as the handle it broken off. But having never seen it working, I'm assuming that it isn't supposed to always be on and just have the flow adjusted.

oh! sorry i mistook your word handle - haha... i call it the lever thing.

umm... it's really nothing more than a small piece of plastic that juts out the side of that thing - I suppose if you could play with it, or possibly drill a small hole or something in the plastic shaft and attach something with a self tapping screw -

This part is jacuzzi whirlpool brand only and you'll have to get to a j/w dealer to get a replacement, or j-rig it to work the best you can. I'll see if I can locate something.
