All spa jets incorporate a "venturi" within the jet body. This is a cone shaped devise that increases pressure, and creates a vacume effect. The vacume effect draws air from the air control valve. The jet body seperates the high pressure of the pump from the vacume created by the venturi with a seal.
When this seal wears out, it allows the pressure from the pump to "contaminate" the air control circuit, and force water out of the air control valves.
Yes if the jet is clogged, it will leak from the valve, but a reduced flow will be noticed.
If the seals are worn, ...OR if the jet internal is loose, you will have the same result.
