Hey Tom,
Your ozone generator is simply an Ultra Violet Light in a box.
The tubing is attached from the box to a vacuum source (usually a dedicated jet, or Mazzie Injector). When the pump is running, air (infused withe Ozone Gas) is being drawn through the tubing, and spat out into the tub.
This is a "one way affair"
If water gets into the Ozone Generator, it will trash it. (110 volt transformer to 12 volt bulb in socket...)
That's why we have fail safes in place.
The first is the "Glued in Piece" called a check valve.

The second (and probably missing in your case) is a "Hartford Loop"
This is where the ozone tubing travels above the water line a few times to make it impossible (in conjunction with a functioning check valve) for water to enter the ozone generator.

Replace the check valve, and lengthen the tubing to incorporate a Hartford loop.
