Post subject: Jet Pumps Cycle on and off constantly

I just refilled my 2001 Cal Spa (don't ask me why I bought a Cal Spa), and upon start up after refilling, the heater went out, and the jet pumps (2 of 'em) both started cycling on and off continually. I have a new heater that I am about to install, and would like to take care of the other annoying problem while I'm at it. Any ideas?
