The problem I was having was an air pocket in my impeller. I followed the directions to run the motor on low and open the upper bleed valve. I notices a lot of air bubbling out with the water while I was doing it. When the air stopped bubbling out I closed the valve, turned the pump on high and presto! It fired right up. Now I just have to figure out why my light doesn't work, and one of the "neck jet" valves won't turn off.
Hopefully this can help someone else with the same problem.
