I have a 2 speed pump that recently only starts in low pump, while circulating water. I can only start it in high if it is running on low. If i hit the hi button when the unit is off, all I receive is a humming sound, like it is jammed or unable to turn. Is this a starting capacitor or something bigger?

almost certainly a blown capacitor, but start winding/switch issues can also cause this
