 Post subject: balboa pre-M7 type spa board fault

Hi, I wonder if anyone has encountered a fault like this before.I am having a problem with a customer's UK made tub powered by a Balboa pre-M7 spa pack (external presuure switch type). It has 3 pumps and a blower.
On power up the display on the topside panel goes through the normal countdown sequence but then, instead of switching on pump1 on low speed (for heating and circulation)and the display panel flashing ECON and COOL alternately, it displays a FLO message and all buttons and functions are disabled. When measured with a meter there is no power being applied to pump1 (or any other pump or blower)so obviously it cant start. After a period of about 5 minutes a relay clicked on the board and the default set temp was displayed on the control panel - 37.5C. The buttons still were disabled. While pushing various buttons to get a response, the tub suddenly burst into life with everything working as normal. I let it run for a while and it heated a couple of degrees. I then powered it down briefly and powered it back up again and it reverted to the same fault condition ie FLO message - only this time it hasn't managed to correct itself.
I have read the Balboa tec manual and even emailed them but I got a very short message to say that it was the pressure switch fault. I doubt this, as the pressure switch detects the flo from pump1 - but it doesn't control it - its there to protect the heater. I also spoke to the UK distributors of the tub who thought it was possibly the transformer was faulty, but, as I pointed out to them, the display panel back lighting was always lit, therefore the panel was getting power and the transformer was therefore working. They also said that it probably wasn't a board fault because once a board went faulty nothing would work, even intermittently, as in this case.
A replacement board for this baby is £500 plus here in the UK - so, obviously, I dont want to order one of these without being sure.
Also, what does the red led on the circuit board signify.
I hope an expert out there can help me as this problem is beginning to get to both me and the customer.
