Hi, first time poster...i have a leisure bay industries spa, its an older model which has been neglected....so i rebuilt the cabinet, cleaned it, and filled it. The control panel has 3 buttons, blower, jets, and light, and a knob for temperture....The blower, button when depressed rocks...full power, lots of water movement out of the tiny holes coming out from the bottom of the tub, presumambly where one would sit...Now when you press the jets button, only about 2 or 3 of the jets work, and i dont think at full power because i've never seen this tub work.
now i can get the water to ripple from the other jets....but i know they are not working full power....tried messing with the other knobs which i guess control which jets you want to work or not, and the big knob on top which also does a similar function...
my filter system is top mount, has a plastic cover which you just pull off, then a black ring you unscrew, then another cover which is in there by pressure, which you pry off...then you can get the filter out. on top of the cap has a black little knob which i guess is some sort of air release...tried unscrewing it which pump was running, some air came out, then some water...but didnt do it for long....
Know there are two "suction" devices in the tub..one small, the other big near the bottom, which i presume is the "wet" side of the impeller...could this be blocked and how does the cover come off? also, i read a post about a faulty check valve...where is this located? thank you for your time and help!

The check valve you have mentioned is for the blower, which is to prevent water from backfeeding into the blower when it is off. This won't be the source of your problem, since it is clear that the blower is in fact operating correctly.
The knob on the top of the filter housing is your air bleed and you use this to remove the air from the filter after filling the tub. Once the air is removed, you need to close this knob.
The top knobs may very well be for air induction to the jets, but not water. Sometimes you will have a valve that will select the different jets, but if it is a round knob only, it's most likely for air.
The problem, I believe, with your jets could be that they are closed at the jet. Some jets made by Hydro Air and I believe Waterway have knurled outer rings for gripping, and when you turn these outer rings they turn the jets on and off individually. You might want to give this a try if you have the grips around the outside edge of the jets. If you have a 115 volt spa, you may have a big jet, and 5 smaller jets. If the big jet is open, it will use nearly all the waterflow. Closing this would allow more water to get to the other jets.
In my experiance, granted not extensive but good, I have never seen a plugged hose. It is possible, but I've never experianced a tub with that much neglect. I have seen where the jet nozzles become cloged, but the only time I have ever seen this is when the heater element melted and sent many bits of molten metal into the system, and the little metal balls actually plugged the jet nozzles. This is VERY rare. There have been times where an accidental drop of a rag down the filter housing when the pump was on caused the rag to get sucked into the pump and get lodged, but that would prevent any water flow to the jets, not just a few.
Hope this helps at least in some way for you to narrow down your specific problem.

It sounds like you have an almost identical model of the LBI Hot Tub. My system went through a flood  I've tried cleaning the controller, relays, heater, jets, filter, blower, pump and so on out and tested them one by one. Each piece seems to work. However I can't seem to find parts for the thing. Gaskets/seals for the jets weren't available from the distributor from where it originated. After putting it back together, I discovered a severe leak at the inlet of the pump. I don't know if it's a seal problem or cracked housing due to water sitting there through the winter. It may require a new pump housing. Anybody got any ideas on what to try. Thread lube to make a better seal, O rings?
