I have a balboa 2000 and I filled it up about 6 hours ago and the temp reading is only 80 degrees. How can I tell if my heater is working properly?

give it time to heat - time depends on element kw rating.
if there is an error message on the display, it may not be heating at all - blocked filters cause flow errors which prevent heating - remove your filter and run without to check if filter is ok if an error exists
